Yeah but its complicated and overly proccess. You need a govt. of the imperator then the ministers and finally a senate. With this it becomes more simple. Also in all my alliances when a leader isnt be good the govt. can just agree to get rid of him.

Yeah but some of your sections like section 2 part 4 is ridiculous and it makes everything complicated.
