Since you were my personal tutor assigned to me when I first joined the legion, I come to you with a question. (since your message box was full) Just today I was attacked by "Petrostan" (ruled by Oileo) of the Phoenix Federation. Is it a violation of The Legion Code of Ethics to retaliate without permission from higher authority? Or is it just sovereign responsibility. Does this also equate to an "act of war" upon the Legion itself? I am still a developing nation and I was not anticipating an attack at a time like this. If possible please respond ASAP.
