I kind of felt like he had an Idea in mind for the end, but either he ran out of time or space and was forced to cut some things. Maybe he didn't quite have the whole thing fleshed out and just cobbled it together without regard to the reader.

Or maybe he read the Song of Fire and Ice series before finishing the last book

I didn't read past the second one because when I found out series was going from a trilogy to at least a tetralogy (or longer) I was skeptical of his process. The bane of many good series (see Harry Potter) is not having a strong editor who makes you stick to what you said you were going to write and keep it manageable.
