Sorry Louie, I'm not at all familiar with MHA or their fleet program, could you explain it? Once I know more of what exactly you are looking to do (get involved in gov, tech deal, nation growth program, trade circle, etc) then I could point you in the right direction. What steps are you trying to skip? If you mean the entrance exam or required entrance posts, then no those must be completed by everyone, to my knowledge.
