I don't want to sound like an arrogant American, but there isn't a question here. The US already has sizable military bases in both of those countries, or whatever we call the EU these days.

We currently have roughly 115,000 troops in Europe, including 50,000 in Germany. We also have 50,000 in Japan and 40,000 in South Korea. It's hardly a war if the enemies are already occupied.

No...I don't really think so. Most homes there for example are still in "poverty" to the developed world standards.
